As part of the Annual Reorganization meeting the Board shall elect a Clerk of the Board whose duties include, but are not limited to, signing the minutes of the Board meetings following approval, signing documents on behalf of the district as directed by the Board, and serving as presiding officer in the absence of the President and Vice President.
